Via Bitter it seems that there are all kinds of things to protest about:
"Romanian snowboarders have staged a protest at the lack of snow in front of the country's weather institute."
A non-state solution seems to have escaped them though: they can just bring they one plank riding asses to Denver. Anywhere in Denver. We've plenty to spare.

Did any of them mention what the weather institute is supposed to do about it? Of course, if it were in this country, they would be blaming it on Bush...
