Since everyone else seems to be doing it I figured I'd give it a try. Give it a listen & let me know what you think.
As someone who has heard Pub's voice and actually engaged in meaningful conversation with him on numorous occassions I can attest without reservation that the voice you just heard does in fact belong to Publicola.

Maybe it's just a side effect of the low-bitrate MP3 encoding, but it seemed to have that sort of fading in-and-out quality you associate with tuning in a distant AM or SW station. Not that that's a bad thing; just noticing, is all.
