That's a question posed (in the abstract) & answered by Gunscribe of From The Heartland in his post titled The truth about Concealed Carry in Nebraska.
He argues that Nebraska was never delegated the authority to regulate Arms & further it was forbidden from doing so by a 1988 constitutional amendment, hence carrying openly or concealed is not only legal, but any law that proscribes either is in conflict with the state constitution.
